As a dual USA/NLD citizen considering changing countries this book is a treasure. There is so little information available regarding financial/tax issues for multi-country families I pre-ordered the book and am glad I did. It is written logically, and for those of us not daily immersed in financial matters Mr. Fisher has written this for easy comprehension. In addition, the book is quite comprehensive, causing me to consider issues I would never have known about. I strongly recommend this book to any who are coming to, or coming from the USA, in order to get a grip on the financial/tax issues that cross border life/work creates. It is a good planning tool as well for considering your next moves and living options.

Very thorough

This is a very specialized topic addressing a niche market. The author is very well qualified to provide advice on the matter. He has decades of experience supported by strong academic and professional credentials. He covers all relevant aspects of this domain in 14 brief, but detailed, and clearly written chapters. The author uses numerous lists, bullet points, diagrams to emphasize his main points.

Reading through the book, I found myself in agreement with the vast majority of what the author conveyed.

The one exception is where late in the book the author recommends against deferring Social Security until 70 because people don’t know when they are going to die. I remember making breakeven calculations regarding when to start withdrawing Social Security. And, depending on assumptions deferring vs. not deferring Social Security had a breakeven around 78 to 80 years old. Two simple questions can resolve the conundrum of deferring SS. Given one’s health at 65 or so and family background do they expect to live several years beyond 80? And, can they afford to defer SS until 70? If the answer is yes to both those questions, you may be a lot better off deferring. You figure as you age, one of the main concerns is running out of retirement and investment funds to support yourself. By withdrawing SS before 70 you are significantly increasing this risk. The author pointed out that if you die earlier (he did not specify when; but the “when” is around 78-80 years old as mentioned above) you have left money on the table. Absolutely true, but in terms of a gamble as the author phrases it, I would rather take on the risk of leaving a bit of money on the table if I leave this world earlier than I thought in exchanging of substantially reducing my risk of running out of investment assets if I lead a long life.

The above is a minor detail in an otherwise very good book on the subject. For the mentioned reason, I still give this book a 5 rating.

A financial roadmap for the global citizen....covers new and important terrain

As an American living in the UK, I read Andrew's book with great interest. It is an overdue look at how expats can and should manage their wealth, particularly given the challenges posed by FACTA and IRS jurisdiction over foreign assets and income. At the same time, the book offers a useful guide to foreign citizens working in the US, as well as to non resident aliens with assets in the USA. Tax issues are covered in this book, but the ultimate contribution of this work is to highlight the strategic considerations that all those with cross border assets must take into account. Fisher notes, for example, that individuals considering moving to the US may want to dispose of foreign real estate holdings before moving to the USA, as to sell them during their residence in the States (or even after) may result in significant US tax exposure. Useful for financial advisors and the layman alike, this book represents a major step forward in addressing the complex financial needs of an underserved and growing population.
